Watchdog lacks standing to force IRS rulemaking procedure

Citizens for Responsibility and Ethics in Washington, a 501(c)(3) watchdog group, lacks standing to force the Internal Revenue Service to initiate a rulemaking procedure, the federal District Court in the District of Columbia has ruled.
