Elizabeth Banks was a staunch opponent of dense development in Montgomery County, MD, and hoped that Johns Hopkins University could, and would, steward her beloved family farm after she and her siblings sold it in a bargain-sale transaction with the University. She specifically included a provision in her 1989 deed that for the shorter of 50 years after the transfer or 21 years after the death of certain family members, the University could not dispose of the property and was required to limit its use, if any, “for agricultural, academic, research and development, delivery of health and medical care and services or related purposes only.” After early development plans did not materialize,...
